Yes, everything on the article is relevant to the article topic. I What distracted me from this article is the part where they mentioned the first to find the existence of the Igazu River which who was Alvaro Nunez Cabeza de Vaca. Also, how it compares to other waterfalls which made me want to look at it as well and compare it myself. I think it is neutral because it mainly talks about waterfalls and it doesn't get out of topic with the waterfall topic. Yes, I feel that each part is cited correctly and whats on the article is supported by the references. I don't think anything is out of date. Maybe what should be added is myths or theories of how one waterfall may be larger than the this waterfall or any other kind of waterfall. Check out the Talk page of the article. What kinds of conversations, if any, are going on behind the scenes about how to represent this topic? Some people in the Talk Page input for the visible page can be seen neatly. I also saw that they debated on how to say the waterfall name in English and they took a vote in order to get agreed from everyone. I believe it's in a project called Wikivoyage.
