Under the 1921 Immigration Act only 350,000 immigrants were allowed in, and it limited the number of immigrants to 3% of the existing population. Under the 1924 National Origins Act the set number of immigrants declined to 152,00 0 a year and dropped to 2% of the existing population.

After the Triangle Fire in 1911 the United States government did not want to get involved. Following the fire, workers went on strike because they demanded better work conditions. The factory owner was covered under insurance and was found not guilty on all accounts. The company actually ended up making money on the fire. This fire paved way for F.D.R.'s New Deal.
