Tup Qarah Rural District (Persian: دهستان توپقره) is in Do Tappeh District of Khodabandeh County, Zanjan province, Iran. Its capital is the village of Tup Qarah,[2] whose population in 2016 was 890 in 277 households.[3]

In 2019, Howmeh Rural District was separated from the Central District in the establishment of Do Tappeh District, which was divided into two rural districts including the new Tup Qarah Rural District.[2]
