confusing

why is it set up in a way that it seems confusing to the reader. there are articles for the seat and the municipality. for this shouldn't only be for the municipality. the towns could be withing the municipality. it is set up weird. the municipalities in mexico are like counties in the us the seat serves as the county seat but other towns are inside the county(municipality)
