Old thumbnail (MediaWiki bug?)

This template is still showing the old thumbnail for Image:Africa-timezones.png. Is this a MediaWiki bug? Is there a way of getting it to show the new thumbnail in the template?

I have cleared the MediaWiki cache on both the image itself and the template using action=purge. I have also created a new profile in Firefox to make sure it wasn't my browser cache. I have also tried, immediately after creating a new Firefox profile, pasting the address of the edit page into the address bar and going straight from there to a preview of what the page would look like if "[[Image:...]]" was replaced with "[[File:...]]".

The only thing that seems to work is replacing "|thumb" with "|frame". Even "|frameless" does not work. So using "|frame" might be a solution for this page. However, it would not be a solution for cases where the original image is too large to use "|frame" (or, indeed, where there is a chance it might be replaced by a more high-resolution image). So it would still be nice to know what the correct solution would be, or for the bug to be corrected if there is one. --82.10.206.198 on 18 October 2009‎

Western European Summer Time should definitely not have been there, I did not add it - it has been there since at least April 2012. I fully agree with its removal.

I don't read Arabic so accept that I was wrong to assume that a non-anglophone country would never use GMT. There are some editors who try to push archaic notations like GMT, failing to reflect a worldwide view: invariably neutral specifications like UTC are what the tables should show.
