Suggested usage for this template is to place it at the top of the top five or ten centralized talk pages where there is or almost surely will be significant concern about censorship of images as well as at our censorship policy text. It needs to in enough places that people will run across it, yet not used as a marker of "those" articles or images; whatever "those" means to the censor-of-the-day. Also, place on the talk page of those users who demand they not see some image ("This isn't work safe! - My child might see this! - My country's laws forbid that! - My religions forbids that!") but do not edit war over the placement of this template. We are only trying to help reasonable people who wish that they had better control over what they see. Not everyone knows all the options of their browser.
