Column text alignment edit

Hello! I've put forth an alternative as an edit to the draft. (Obviously, feel free to revert or make changes as you see fit.) This alternative uses a section transclusion. Two main benefits I see. Firstly, I've long disliked the single-level UW template navbox because of its lack of description of the templates, and this provides that additional description of the templates. Secondly, because it's a transclusion, the navbox will never need updating, as any changes to the transcluded section will automatically appear here. Since there is just a single documentation template for all of the multilevel user warning templates, and this isn't a lot of code, I don't think we actually need the separate page.
