Hi CambridgeBayWeather. Stumbled on this via CFB Cold Lake. The template wikilinks to the article on the publication rather than an external link to the actual publication. While not intended to be, the wikilink makes the reference looks like the reference is WP:USERGENERATED from the Canadian Flight Supplement article and not the publication itself. It appears we cannot acquire an external link to the actual publication as one must pay to acquire a PDF. I recommend this template be formatted to look more like [[:Template:Cite book]; namely "''Canada Flight Supplement''. Effective 0901[[Coordinated Universal Time|Z]] {{date|16 July 2020|{{{df|dmy}}}}} to 0901Z {{date|10 September 2020|{{{df|dmy}}}}}." so that it looks like "Canada Flight Supplement.
