  • New, long enough, seems fine by WP guidelines. But the proposed hook makes a claim about international law - that states generally cannot (legally) take important actions together without an international legal basis, i.e. a treaty - that is not referenced in the article, and it would not be useful to reference it in the article anyway. The sources say that the 30 or so year delay was for financial and political reasons, but not specifically that it was a problem of international law. When money is available and politicians and citizens agree, signing an international treaty between two neighbouring countries is not necessarily difficult. What is (moderately) interesting is that the plant is built on an international boundary. I found one fact without an obvious source, but most facts seem to be inline cited. Good to go with ALT1.
