The article is new enough, prose is acceptable length (5349 characters (898 words)), the prose is worded neutrally, it has sufficient inline citations, and has no apparent copyright issues. Two references support the hook ([1] - they won (1991), and [2] - the year they were established (1988)). Depending on how you look at it, it would actually be their 3rd year of existence (or within the fourth year), so that's okay since it just depends on how it's phrased.
