I don't really understand the hook; which prison service are you referring to, and what do you mean by "them" (who?) being "abolished"? Everything else checks out. Close paraphrasing concerns. Example: "initially managing the prison population and a system for managing disruptive prisoners called the Control Review Committee. After the publication of the Learmont Report in 1995, he led a review of the management of disruptive prisoners which eventually formed the Close Supervision Centre system" vs "he took up a post managing prisoner population and the Control Review Committee, a system for managing disruptive prisoners, and in the wake of the Learmont Report in 1995...he led a review of the management of disruptive prisoners that resulted in the creation of the Close Supervision Centre system."
