  • @Edwardx: Mexican legislators (until 2018) are not eligible for re-election, so in cases like this the terms have been discontinuous (Estefan, for instance, served from 1997-2000, 2006-09 and now 2015-18). It's slightly unusual to see a two-term deputy, even moreso to see a three-term deputy. There are also fewer "returning" legislators in the Chamber of Deputies (only 80 or so of the 500 deputies had articles from previous stub creation efforts) than in most legislatures worldwide.
