It's hard to get a definitive answer on this one (as per WP:TITLE, but it looks like most English-language sources refer to it as the Bilbao International Festival of Documentary and Short Film (here and here and here, and IMDB), sometimes with Zinebi or ZINEBI after it. The name as it is is rather long, so I'm thinking maybe it should be one or the other, with a redirect, rather than as it is. (At the very least, it does need the redirect from the Bilbao name.)
