Check an IFT table, search for "XHAC" and you will see it (try the April 28, 2015 version).
Why did it happen?
When AM stations migrate to FM their callsigns change with the change of XE to XH.
XHAC-FM Aguascalientes was XEAC-AM. Simple switch.
XHAC-FM Campeche was XEA-AM. XHA-FM exists, so it wasn't usable. They didn't bother with the XHEA callsign for some reason, even though it is available. So they got XHAC-FM, the A from XEA and the C for Campeche.
