There is something odd about this award. A search of Google and Google Books finds multiple mentions, but they are all of a single winner: 1992 Ron Smolla's Free Speech in an Open Society. Further, there is no website for the award, no mentions of it in any press. No idea when it was established. This award appears to be defunct, and possibly only ran for one year, in 1992. Also, this award should not be confused with other William O. Douglas awards, such as the William O. Douglas Award for criminal lawyers, the William O. Douglas Award for SEC alumnus, the William O. Douglas Award of the C&O Canal Association, the William O. Douglas award given by the Oregon Natural Resources Council, .. and possibly more.
