I don't think that the designer was W.E.W Petter i.e 'Teddy" Petter. He was probably still at school/college in 1928. I suspect it was a Robert Bruce/Arthur Davenport design but Dereck N James's "Westland Aircraft since 1915" isn't explicit about who designed it.
