Speed discrepancy

The last section says that the CRJ200 has a "never exceed" speed of 315 knots, but the Bombardier CRJ200 page lists the normal cruising speed as 424 knots. Clearly something is off here.

No, all is in order. The "never exceed" speed belongs to the types of speed directly indicated to the pilots in all aircraft, see Indicated airspeed.
The mentioned cruising speed is a True airspeed which is not used for controlling the aircraft.

In which case that should be removed. The interim report also reported the final speed at impact of 508 knots and acceleration of +3g (see page 8 (27), but this had nothing whatever to do with flying limits. I don't understand it

This malfunctioning artificial horizon can induce the crew in error when it's night and no visual reference is available. That situation may last a few seconds. But when then the captain trying to correct the attitude brings about the steep dive, at that moment at the latest should the crew realise what is happening even without any instruments.
