As the tie breaking criteria says, RUS is still not qualified, that's why I eliminated the status of "Q" and "E" from RUS and USA. Japan could beat or tie with Croatia and, with Russia and USA tied at 2 points, USA would be the qualified team, as the beat Russia in their head to head match.
