"He said Carter was one of the most inept presidents of all time, which history has proven to be correct, and there was rarely a chief executive who showed so quickly an inability to conduct even the simplest affairs of state." This quote doesn't conform to Wikipedia's policy on neutrality and in fact is actually an opinion. The whole article is riddled with conservative bias.

Which of the words after "said" are part of the paraphrase?

If the words after the first comma are included, then the assertion is Lasky's.
