In the 80's and into the 90's, the letters BU were reserved for buses and coaches but this is no longer the case. That gave up to 999 different plates but the growth in bus transportation in the Grand Duchy made the series obsolete. There is nothing in the article about this situation so I'm wondering if someone from Luxembourg that knows the system can give us more information about it.
