Puerto Rico is a territory of the US but is self-governing and otherwise separate. As a national identity people from Puerto Rico identify themselves as Puerto Ricans. They have US citizenship rights but they consider themself Puerto Rican as Puerto Rico is owned by the US but isn't a US state.
