Date of establishment edit

This edit to the Emilio Aguinaldo article caught my eye. A bit further on in the article prose there, that article says that a military government was established in the Philippines on August 14, wikilinking this article and citing the same source cited here. I do note that the article says there "in [the Philippines]", not "over", "of", etc. The page-number range in the cite is currently a dead link in both articles, and I have been unable to confirm the August 14 date elsewhere. I see on pp.144-145 here That President McKinley wrote in his December 21, 1898 Benevolent Assimilation proclamation, "the actual occupation and administration of the entire group of the Philippine Islands becomes immediately necessary, and the military government heretofore maintained by the United States in the city, harbor, and bay of Manila is to be extended with all possible despatch to the whole of the ceded territory." Given all of that, it appears to me that the U.S. apparently did not officially impose a military government over the whole of the Philippines until December 21, 1898 at the earliest.
