The entire section on functions of the Copyright Office is cut and paste verbatim from a Copyight Office's circular (http://chnm.gmu.edu/digitalhistory/links/pdf/chapter7/7.6.pdf) While not a copyright violation, the text does suffer from numerous NPOV violations and could use a substantial rewrite to fix that.
