I notice the image page specifies that the image is being used under fair use but there is no explanation or rationale as to why its use in this Wikipedia article constitutes fair use. In addition to the boilerplate fair use template, you must also write out on the image description page a specific explanation or rationale for why using this image in each article is consistent with fair use.

The UOE and ETA

One of the major encyclopaedias of international Special Operations units claims that the UOE was extensively involved in the fight against ETA. (See Elite Forces: The World's Most Formidable Secret Armies, by Richard M. Bennett, London: 2003)

And while it is true that today Spanish military forces are strictly prohibited from deploying within Spain, this was not the case under the Franco military regime which lasted until 1975 and which covered the first 7 years of ETA terrorist activity.

The UEBC is NOT special operations

Currently, only ONE unit in the Spanish Navy is formally tasked with Special Operations, and it is the UOE. (This has been the case since 1967.) The UOE is the only unit in the Navy whose personnel undergo formal Special Operations training: Officers attend a course run in Jaca (EMMOE), while enlisted personnel undergo selection in Cartagena ("Capacitacion").

UEBC personnel, on the other hand, only have to attend the Combat Diving Course to gain entry into the unit, which in any case attended also by UOE operatives (but by itself is not enough to gain entry into the UOE). In fact, enlisted personnel are sometimes assigned to the UEBC having completed only the Basic Diving Course (Buceo Elemental, which is also attended by UOE personnel). Furthermore, UEBC officers do NOT undergo training at Jaca and so are not formally licensed in Special Operations.

The simplest indicator of the UOE-UEBC distinction is that in the Navy only UOE operators wear the distinctive "green beret" - the symbol of Special Operations in the Spanish military. (Other units in Spain with the right to wear the special beret are the Army's MOE and the Air Force's EZAPAC - that is, so far only one unit per military branch.)

Moreover, the UOE, though organically integrated into the Tercio de Armada (Navy Infantry), is operationally bound to the Fleet Admiralty (ALFLOT) and, further up the chain, to the Joint Special Operations Command. (In any case, the Navy Infantry is not an autonomous military branch; it is fully integrated into the Navy structure and its members are Navy personnel.)

It is true that the UOE and UEBC are increasingly working closer together under the framework of the Unidad de Guerra Naval Especial (UGNE). And though the UEBC is indeed a highly trained and specialised unit, it is not formally licensed in Special Operations. To this day, among all Navy units only the UOE has that distinction.
