Official logo?

I am quite certain that only the 1984, 1988 and 1992 tournaments used the "UEFA plus flag" as their official logos.

As for this tournament?

This souvenir programme for it shows a completely different logo, which may or may not have been official:

Is it conceivable, then, that UEFA applied the "UEFA plus flag" to the first six tournaments retrospectively? A pretty bizarre move if they did, IMHO...
