Schrodinger is correct. It's entirely speculative though I would assume from his accent and location that he is a resident of the region. I assume that he would have to be a native brazillian to be likely to possess the authority he had over the local police force. - Xvall

As of now this statement exists in the body of the entry:

Alucard kicks his leg off in the manga as well, clearly seen: LINK REMOVED
