Probably no one... or, eventualism is the plan for this article... I think it was kept because there is "no reason to delete" it... as in.. it's not biased... it's not harmful... it's just here as a quick reference. That shouldnt happen, the articles on wikipedia should be completely filled with info. You don't find The Oxford encyclopedia filled with stuff like: "{insert book name}is a book by {insert author}."
