Remaster or remake?

My understanding is that remasters are, in a strict sense, refurbished versions of an older video game based on its code base, while remakes are made from the ground up using all-new code and assets. A number of publications refer to it as a remake though I do get that the terms tend to be used interchangeably, case in point DuckTales: Remastered which was remade from the ground up rather than the original NES game with a new coat of paint.
