- Correct, we cannot host this at Wikisource, due to the fact there is no demonstration that this is in the public domain. Is there evidence that it has been released? An open letter will allow its publication by relevant bodies where the authors sent such a letter, especially with a public interest bent, though doesn't allow continual republishing in its entirety. billinghurst sDrewth 13:52, 3 July 2010 (UTC)
