Clarification, Please edit

Was the deadline for repatriation under the T. Neuilly July 31 or August 31? The article says it was Aug 31, but also says that it was five days after July 26. What'll it be? The T. Neuilly article isn't detailed enough to be of any help.

Also, I'm not sure how the last paragraph in the Reaction section fits with the Tarlis Incident? If there is a connection between the (proposed?) Serbian coalition and the Bulgarian situation at that moment, can someone explain it?
