Alright found this information in Google Book Search:
From the same region cam the 'musical anarchist' Tademaru Sakuragawa, who sings in a similar style called goshu onodo. Backed by the now disbanded Spiritual Unity, Tademaru broke out of the festival circuit with his only album, released in 1991.

http://www.bbc.co.uk/radio3/world/guidejapan2.shtml Found it, whew. The basic story is that a group Nenes(mostly from Spiritual Unity), was/is trying to spread local music abroad. One artist they supported was Tademaru Sakuragawa, who published his only album in 1991.

Album name has a fairly interesting backstory of it's own as a festival:
Ullambana One of the most popular festivals in China and Japan is the Ullambana Festival, during which offerings are made to the spirits of the dead and to hungry ghosts. It is held that during this celebration the gates to the other world are open so that departed spirits can return to earth for a brief time.
