First publication date edit

The 1986 Sovetski kompositor publication carries the notice "Nouvelle Société d'Exploitation du Chant du Monde, 1983." (see OCLC 23018865.) Does this mean it was published in 1983 in Paris (and is there further supporting evidence for this), or is this just notice of the commission? (The above OCLC notice also provides further, independent supporting reference re the instrumentation etc., useful even though that is not, afaik, in dispute...)
