11th Speaker of National Assembly – (March 22, 1985) edit

In 1985 Syed Fakhar Imam caused a stir by defeating Khawaja Safdar, father of Khawaja Asif , the chosen candidate of Chief Martial Law Administrator and President General Zia Ul Haq and Prime Minister Muhammad Khan Junejo for the position of Speaker of the National Assembly.[1]

General Zia launched Khawaja Safdar for the slot and 53 prominent political leaders.[2]

However, Khawaja Safdar after secret balloting got 111 votes, while Fakhar Imam bagged 119 and was elected as speaker.[3]

Two months later, at the conclusion of the Budget debate, Imam stunned the Assembly by holding Martial Law ‘Illegal and without Lawful Authority’ since funds necessary to administer it were not reflected in the Budget. For the first time in Pakistan, martial law had been declared illegal and unconstitutional while it was in place.[4]

However, he is the only Speaker against whom a no-confidence motion proved to be successful.

On May 26th, 1986, Rana Nazir Ahmad moved a no-confidence motion against Fakhar Imam and 152 MNAs polled in its favour with Fakhar Imam managing only 72 votes. Thus, he was removed from the office.
