Fair use rationale for Image:Ali RA fourth caliph.jpg

Image:Ali RA fourth caliph.jpg is being used on this article. I notice the image page specifies that the image is being used under fair use but there is no explanation or rationale as to why its use in this Wikipedia article constitutes fair use. Ghazaalch, commentary is just that, commenting on the subject, rather than simply adding objective information with appropriate sourcing. When you insert comments like "However, this was not the case from the beginning." and "Among Sunnis, Ali has the same position as the other three caliphs..." that's inappropriate.
