Stuttgart Metropolitan Region vs. Stuttgart Region edit

Can someone tell me the difference between the Stuttgart Metropolitan area and the Stuttgart Region? Is one locally defined while the other is nationally defined? Is one a metropolitan area and the other an urbanized area measurement?
