Stephen Mizwa founded and was for many years director of the Kosciuszko Foundation, a notable Polish-American scholarly and cultural institution headquartered in New York City. Professor Mizwa is certainly a notable (deceased) person. I do not have at hand further details of his life, but that is certainly no reason to speedily-delete a stub article on a noteworthy person.
