I left the following feedback for the creator/future reviewers while reviewing this article: Thanks for your work. Did a preliminary review during NPP. IMO, it does not meet wp:notabiltiy requirements under any of GNG, events or biographies. Probably should not be an article. I'm just leaving this note for consideration without taking any action.

When disambiguating and article title there are several disambiguation options. Natural disambiguation is generally preferred over parenthetical disambiguation. For the subject of this article there a couple of options. The cited Palm Beach Daily News report by Kopf and Rodgers uses "Stephen J. Budd", while the Florida Department of Law Enforcement uses this person's full name - "Stephen Jerome Budd". At least two other reports use these names in their reports, such as Nick Falsone (May 17, 2018) "Sexual misconduct cost these 42 educators their Pa. licenses to teach in 2017" (lehighvalleylive.com) as well as this forum. While an article should use a commonly recognizable name, that is only one of several criteria, as article titles should also be is concise and precise. Since Wikipedia already has another article about a different Stephen Budd, who appears to be more notable than the subject of this article. Since that person's name is the primary topic for disambiguation, based on the number of citations, the next most concise name that can be used to distinguish this article is "Stephen J. Budd". While that name appears in only one of the cited sources, it is still a recognizable name because it appears in other sources and this person's full name also appears in another cited source and in multiple court documents. Shortening a person's full name by just giving a middle initial is also a recognized way of abbreviating a person's official name.
The tone of a biography about a living person starts with its title, and Wikipedia should not be applying a contentious label to the title of an article without it being well supported by sources. Most disambiguators use a person's occupation, because that is what they are usually most notable for. In this case, the term "criminal" is not the person's occupation and is unsourced. Several sources identify this person's occupation as a "teacher", while one source formally classifies him as a "sexual predator", either of which could have been used as a disambiguating term. In most cases where a person's name is disambiguated by their criminal behaviour that description is usually based on the most serious offence committed, or the resulting classification of the person's offending, which in this case could have been "sexual predator".
The way the disambiguator "(criminal)" is used as a label is not supported in any of the cited sources and could be perceived as a form of editorial opinion. I cannot find any sources that label this person as a "criminal". The term itself is also vague, because it does not explain what sort of "criminal" this person is. How this term was arrived at is not explained, neither in the article nor the sources, so I must presume it was determined by original research or is a personal opinion of an editor; both of which are unacceptable. The lead section describes this person as a pedophile, but this is not supported by the article or its cited sources. Wikipedia should not be characterizing the criminal behaviour of living people without having reports of a criminal conviction for that offending. Consequently I have removed this this extra information and reworded the lead. Please see MOS:LEAD for purpose of the lead. It provides an accessible overview of the whole article. Information in the lead should also be in the body of the article too. See WP:LEADFOLLOWSBODY.
