The phrase "Survived by" is a direct quote from the Australian Dictionary of Biography, and is entirely consistent with the fact that we do not have "Billy's" dates of birth or death. There is a lot more I could have added, but refrained for the reason you outlined, however he is arguably the most important person in Power's life, with the possible exception of Melba.
