There is another likely reason that the St. Bonaventure CDP has such a low per capita income: a majority of the people in the CDP would be college students. If you observe the demographics, 74.6% of the population is between 18 and 24; therefore a majority of the people in the data set were students attending St. Bonaventure University. The households in the area are mostly filled with people who are middle-class.
