Definition of downtown

I became curious about the question "where is downtown South San Francisco?", so I looked it up here. The current article reads: "Grand Avenue, from Chestnut to Airport, is considered downtown South San Francisco, with various small shops and restaurants." That didn't seem right to me based on a quick look at online maps, so I started researching. What I ended up finding was City of South San Francisco Zoning District Map, which may be a little hard to describe in concise prose. My guess from looking at the map (and other online maps) is that the part that looks like a typical "downtown" is on Grand between Spruce and Airport, and that the part between Spruce and Chestnut isn't a "downtown" as described in the Wikipedia Downtown article (synonymous with central business district).
