Regerding this revert, the ploablm is there are drifent defenations. It is true that Virgina's incorperated cities are not legally concedered part of their counties, but the key word is "legally". Some sources and maps are more concerned with geography, and ignore that legal technicality. For example this map clearly shows Alexandria as part of Arlington County; without that Alexandria ref, this page can imply that Alexandria is part of South Arlington.
