Disambiguation pages are created in order to clarify a particular use of a term. First of all, Shushi is not an accepted placename. Second of all, saying that Shushi refers to Shushi does not make it clear. The disambiguation page for Berlin, on the other hand, only lists cities that are officially called Berlin. No Parishan, what you claim does not make sense; if there is no Shushi then those can not go in disamb. We put them there when the term can be used to mean several things and your justification isn’t one. You will see here that several non-Armenian sources call it Shushi, which is an alternative name for the place and this is the reason why it was on disamb.
