I've added the source and reworded the intro; "proposal" is rather too strong a word, but the publication of this document led all eight city regions to draw up City Region Development Plans, which they were quite proud of and discussed at some length. That said, if nothing further is going to happen with these regions, then they are at best a footnote and probably don't merit articles.

Checking the other city regions, none has an article:

Central Lancashire City Region (Central Lancashire city region)

Hull and Humber Ports City Region (Hull and Humber Ports City Region)

Leeds City Region (Leeds City Region)

Liverpool City Region (Liverpool City Region)

Manchester City Region (Manchester City Region)

Tees Valley City Region (Tees Valley City Region)

the pdf it links to is a 404 for me, but the document i can find includes in its definition of Sheffield city region also Derbyshire Dales and Bolsover (district). hmm! Morwen - Talk 07:43, 7 October 2006 (UTC)

Ah - it seems to be down, today. It's still in the Google cache, though ([1]). The formulation about "the UK Government's Northern Way initiative" is from that document, but it seems to be rather optimistic.

Also found [2] from 2000, which confidently talks about a Sheffield City Region of "South Yorkshire and the North Midlands". Trouble is, it doesn't define the North Midlands. By 2003, the City Region was described as being "Sheffield, Doncaster, Rotherham, Barnsley, Bassetlaw, Chesterfield, North East Derbyshire and Derbyshire Dales districts".[3]. I'm sure I remember Sheffield City Council talking about the area defined in this article, but in their submission, it's the larger region you describe. Warofdreams talk 17:40, 7 October 2006 (UTC)

I find it hard to believe anyone would exclude Bolsover from this definition but include the districts to the west and east of it - you can see the hole the lack of Bolsover makes on the map. Derbyshire Dales is otoh far more fringe. Morwen - Talk 12:25, 8 October 2006 (UTC)

oh, and i checked out the other city regions and the definitions being put forward were

• Leeds: West Yorkshire, Craven, Harrogate (district)
• Manchester: Greater Manchester, lots of northern Cheshire, High Peak
• Liverpool: couldn't find specific definition
• Central Lancashire: all of Lancashire except West Lancashire and City of Lancaster
• Tyne and Wear: probably just Tyne and Wear, but vague hints that included more up the coast both ways
• Tees Valley: Cleveland and Darlington
• Hull and Humber Ports: Humberside

they seem to be avoiding drawing attention to the whole business about these resembling 1974 counties, though. Morwen - Talk 12:28, 8 October 2006 (UTC)

• The idea was to have city regions with lord mayors who covered travel and local amenities. These regions have been chosen within Sheffield as Sheffield is a city which dwarfs all other regional settlements, and residents of the other settlements tend to loko toward Sheffield anyway.

True, I have heard many variations on the definition of the Sheffield City Region, the fact is, it is there. The talk was for some of these to be named after the principle city and called "Greater", eg Greater London and Manchester now, and Greater Birmingham, Greater Sheffield and Greater Leeds in the future (although other authorities in the W. Midlands don't want Gtr Birmingham). This terminology is already used, as can be seen in this document, and many others like it. L.J.Skinner, talk to me 14:59, 10 October 2006 (UTC)

Residents of other settlements DO NOT "...look toward Sheffield..." Previous comment is nt helpful (sounds more like a letter to a newspaper). A term does not have to be a popular one in order to be useful.
