Do Select Committees have the power to compel the attendance of witnesses? If so, how and why? They are not part of the legal system. What happens if a witness refuses to attend?

History

The history does not make any sense. Apparently, select committees came into being in 1979 on the recommendation of a select committee set up in 1976. I rather think that select committees existed quite some time before 1976. They existed before 1676, let alone 1976, so at the very least, the history section is appallingly deficient. Election of chairs

The first section ends with "the new chairs of the 26 select committees will be elected in September 2024." which I'd like to change: replacing "will be" with "were". But were they? I googled to find the answer, but couldn't, so I came to wikipedia . . . in October 2024, only to read that they "will be elected in September 2024" . . .
