Yanks (at least) tend to think of the UK as having two parts (Eng, Sctld) of equal area, legal status, and population. I know that's not so, but would have to guess (10:1? 20:1?) about the population ratio. IMO it is worth a sentence along the lines of

(British, and especially Scottish, readers of the book would put this share in the context of Scotland having provided between XXX% and XXX% of the UK's population since the VC began being awarded, and contrast this apparent evidence of commitment to the Union with some tendency of Scots to describe England as a foreign power occupying Scotland.)
