remove limitation that suggests only Turkish authorities have proposed safe zones?

@Kazbeguris: greetings! Thanks for your work on this page. Safe Zones in Syria were featured in the political debates for U.S. President, Angela Merkel has proposed them, and they are currently proposed by Donald Trump (I think?). Could we remove or limit the reference to Turkey in the first sentence? For example, to write "originally proposed by Turkey" instead of "proposed by Turkey"? I don't have a cite for "originally" so I'm reluctant to add it myself, but I don't think it's appropriate to introduce them in a way that suggests only Turkey wants them. Thanks! —G1729 (talk) 20:25, 3 February 2017 (UTC)
