The couple of references to his being paralyzed are not totally accurate. Here is an external link [1] to an article at The New Yorker's website. Apparently he is not "paralyzed for life" after all.

He is still using the wheelchair, but apparenly has been able to walk a little recently, with difficulty and some help (the picture in iranian newspapers taken from the ceremony in the report that you have mentioned, shows two people holding under his arms while he is walking). It does seem that he is getting better very slowly. after 5,6 years he is still not able to speak with clear voice (iranian TV showed an interview with him in 2005 presidential elections, they had to put in subtitles! you couldn't understand what he's saying if you didn't read the subtitles). anyways, his condition might be improving bit by bit, but i think it's safe to say he will never completely recover and he will never be able to lead a normal life (in terms of his health/physical condition).
