VAL link a bad idea edit

References the page VAL, intending to describe http://hopl.murdoch.edu.au/showlanguage.prx?exp=876 (Value-oriented Algorithmic Language), but instead this page is about some kind of metro rail technology.

Should also probably reference http://sisal.sourceforge.net/

Implementations and licenses edit

I'd like to make a short addition to the article about a license, but perhaps somebody more expert than me should do it. After following the link from the article to Sourceforge, I downloaded sisal-14.1.0.tgz. It contains LICENSE.LLNL, which says

"LIMITATION ON USE

"Permission is granted for non-commercial use, development and distribution. All versions and documentation must contain the LLNL Notice, Disclaimer and Limitation on Use statements. Commercialization of this product is prohibited without notifying the Department of Energy (DOE) or Lawrence Livermore National Laboratory (LLNL)." (emphasis added)

Does this license have a name? Does the notification requirement for commercial use make it non-free? Is this implementation called "osc", "sisalc", or something else?
