It was designed to help out other local body shops however un intentional this meant free supplies for all all you would have to do is say for example "im going to scap this " more or less that would let the owner know that you are borrowing the supply with absolutly no intention of returning it --- this was more legal than stealing but less strict than the traditional borrowing
