What type of issue? There is no one person you can notify: Wikipedia is collaborative and nobody is 'in charge' of any specific page. If it is a straightforward request to fix a documentable error or to add a photo (as above) then there is a template for requesting specific edits that 'cannot or should not' be made directly by the requestor (in this case, edits to a page about yourself). For this see Wikipedia:Edit requests for an explanation of the process. If the 'issue' is broader in nature, say, one of tone or balance, then it is really a different scenario, because Wikipedia does not want article subjects to be able to slant their coverage in a manner most favorable to themselves. For this type of thing, a simple requested edit out of the blue, without context, is probably not the way to go about it - you should raise the issue here (on this Talk page) first and explain what you think the problem is, and if you don't get satisfaction, you can formally request broader opinion, or if appropriate, take it to the noticeboard that deals with potential libel or defamation of living people.
